The general welfare function of civility

Civility promotes general welfare (objectively as well as subjectively).

The higher the prevailing level of civility, the better the chances for the well-being of the entire community.

War and anomie (lack of civility) reduce general welfare opportunities to a minimum; developed civility, based on guaranteed civility, offers the best chances for all involved to live peacefully, respectfully, and prosperously. Vertical domination and horizontal coordination (negotiation) lead to intermediate levels of welfare opportunities, depending on the situation.
